Challenge
The District’s boiler plant was past its useful life expectancy and was beginning to become unreliable. They also had significant corrosion and blockages in their existing hot water distribution piping. These two issues were forcing the District into replacing their boiler plant along with most of the hot water piping throughout the building.
Our Solution
Apex developed multiple solutions for the district so they could compare the Total Cost of Ownership of all options. The district was focused on not only the first costs (construction budget) for each option, but also on their energy, operational, and capital replacement budgets. By comparing all options, they were able to choose a solution with the lowest Total Cost of Ownership, ensuring the taxpayers were getting the maximum value out of any option they selected. The district ultimately chose to replace the existing steam boilers with new, high-efficient hot water boilers, along with the hot water distribution piping throughout the facility.
Final Result
The district planned to do the project in Summer of 2021, but with the design and engineering completed by Apex ahead of schedule they chose to solicit bids for a potential Summer 2020 project, if they received desirable responses and if construction could follow a tight timeline to be up and running for the heating season of 2020. The bids came in under budget allowing the district to move ahead with the 2020 summer project. Apex managed the entire project, completing it on time and under budget.
